Outreach for Emergency Homeowners' Loan Program

Please have potential participants use the link below to get to DBEDT's home page, then:
Click EHLP link (in middle of screen - says "new", first one),
Fill out application form (careful, my whole computer froze up on this button),
Call approved counselors to submit application- locally can use vendors noted below - or click on button on EHLP site
Applications are due 7/22/11
Lottery will be conducted for complete applications
Notification is expected to be done by 8/15/11

Subject: Outreach for Emergency Homeowners' Loan Program


All,
We briefly discussed the HUD Emergency Homeowners' Loan Program (EHLP) last week at the housing directors meeting. I'm hoping you can assist in the outreach effort.

EHLP will provide emergency mortgage assistance to homeowners who are temporarily and involuntarily unemployed or underemployed due to the economy or a medical condition and are at risk of foreclosure. EHLP can provide eligible homeowners with a 0% interest, forgivable loan of up to $50,000 that pays past-due mortgage payments, as well as a portion of the homeowner's mortgage payment for up to 24 months. Homeowners will receive counseling before and during the loan period.

130 total homeowners in Hawaii may be assisted under EHLP.
HHFDC will provide counseling for 54 homeowners through 3 non-profit agencies. They are the Consumer Credit Counseling Service, Hawaii HomeOwnership Center, and Hale Mahaolu (Maui County only).
3 HUD approved intermediaries will provide counseling for 76 homeowners. They are the Homeownership Preservation Foundation, Money Management International Inc. and National Community Reinvestment Coalition.

July 22 is the deadline for homeowners to submit a Pre-Application to a counseling agency. The Pre-Application form and other information can be found on the EHLP website.

Could you help with the outreach effort? HHFDC's website provides a link to the EHLP (see link). Could you do the same? Also, I will mail EHLP flyers for display in your offices. 130 is not much, but it will help. Given the short deadline, any assistance you can lend in getting the word out (e.g., newsletter, word of mouth, etc.) is appreciated!
